This page is confusing. Is the spawn chance the percent listed in the table, or is it the percent listed in the first sentence? Is the maximum spawn chance 35% or 15%? See also the "Lost Pack" page. Also, what is "Mission Scale"? The term isn't even referenced at all on the Missions page.
